Property Tax

  1. Disabled Veteran Property Tax Exemption10%+ rating
    100% rating = full exemption of residence; 10-99% = exemption equal to disability rating percentage (per 2024 amendment, phasing in 2025-2027)

    A veteran with a federal VA service-connected disability rating may exempt property used as their principal residence. Historically this was a FULL exemption limited to veterans rated 100% service-connected disabled. A 2024 voter-approved constitutional amendment plus enabling legislation expanded eligibility to veterans rated 10% through 100%, providing an exemption proportional to the veteran's federal disability rating percentage (e.g., a 60%-rated veteran gets a 60% exemption); 100% remains a full exemption. NMDVS materials describe the percentage-based exemption applying for the 2026 tax year and beyond. Unmarried surviving spouses may also qualify. Apply through NMDVS and file with the county assessor.

  2. Standard Veteran Property Tax ExemptionAll veterans
    $10,000 off taxable value

    Any honorably discharged New Mexico resident veteran (or unmarried surviving spouse) may exempt up to $10,000 of the taxable value of their property from property tax. The amount was raised from $4,000 to $10,000 by a 2024 voter-approved constitutional amendment (NM Const. Art. VIII). No VA disability rating is required. Application is made through NMDVS and filed with the county assessor. — VERIFIED: Disabled Veteran Property Tax Exemption (principal residence): A 100% service-connected disabled veteran receives a FULL exemption on the residence. Per the 2024 voter-approved constitutional amendment and its enabling legislation (House Bill 47, 2025), eligibility was expanded to veterans rated 10%-100%, with the exemption scaled (proportional) to the disability percentage. CORRECTION TO RESEARCH: the expanded/proportional scheme implementation begins FY27 per the NM Legislative Finance Committee / NM Counties primary source - NOT the 2026 tax year and not 'phasing in 2025-2027' as the research stated. (Separately, the standard $10,000 taxable-value exemption for any honorably discharged resident veteran, no rating required, remains in effect after the 2024 amendment raised it from $4,000.)

Income Tax

  1. Armed Forces Retirement Pay DeductionAll veterans
    $30,000 deduction of military retirement pay

    Up to $30,000 of armed forces retirement pay is deductible from New Mexico taxable income per retiree (and qualifying surviving spouse), claimed on Form PIT-ADJ. This is the fully phased-in cap effective tax year 2024. Amounts above $30,000 are taxed. Full-exemption bills proposed in the 2026 session were not enacted as of mid-2026.

    Fully excluded from state taxable income

    VA disability compensation is exempt from federal gross income under federal law (38 U.S.C. 5301) and therefore is not included in New Mexico taxable income, since NM income tax starts from federal adjusted gross income. New Mexico does not separately tax VA disability compensation. This is a general consequence of NM's conformity to federal AGI rather than a NM-specific veteran statute, so a NM-specific primary citation is limited.

    Free tuition at state institutions + up to $300/year stipend

    Free tuition at New Mexico state educational institutions for children (ages 16-26) of veterans who died of a service-connected cause or as a result of service, plus a small additional stipend (statute provides not more than $300 for one year toward other costs). NMDVS certifies eligibility.

  2. In-State Tuition for GI Bill UsersAll veterans
    Immediate in-state tuition rate

    Veterans and eligible dependents using GI Bill education benefits receive immediate New Mexico resident (in-state) tuition status at public institutions, without the usual durational residency waiting period.

  3. Vietnam Veteran ScholarshipAll veterans
    Tuition at state schools + books/fees reimbursement

    Covers tuition at New Mexico state-funded post-secondary institutions for qualifying Vietnam-era veterans, with reimbursement available for books and fees. NMDVS certifies eligibility.

  4. Wartime Veteran Scholarship FundCombat service
    Tuition (capped at highest NM undergraduate rate) + fees, books, supplies

    Provides scholarship assistance (tuition capped at the highest state undergraduate rate, plus required fees, books, and supplies) at New Mexico state-funded post-secondary institutions for veterans who received a campaign or service medal for service in a post-1990 armed conflict. Administered with NMDVS certification.

Employment

  1. State Employment Hiring PreferenceAll veterans
    5 points (veteran) / 10 points (disabled veteran)

    Veterans receive a 5-point preference added to their state employment examination/qualifying scores; service-connected disabled veterans receive a 10-point preference under the NM State Personnel system.

  2. Veteran-Owned Business & Hiring Tax IncentivesAll veterans
    5% procurement preference; up to $1,000 tax credit per veteran hire

    New Mexico provides a 5% state procurement preference for qualified veteran-owned businesses in state contracting, and a business income tax credit of up to $1,000 per recently-returned (recently-discharged) veteran hired.

Vehicle

  1. Disabled Veteran License Plate (Free)50%+ rating
    Free disabled veteran plate at 50%+; $17 one-time fee for standard veteran plates

    Veterans rated 50% or more service-connected disabled qualify for a free Disabled Veteran license plate. Purple Heart, Pearl Harbor Survivor, Ex-POW, and Medal of Honor plates are also issued free. Standard veteran-themed plates (Armed Forces, Woman Veteran) carry a one-time $17.00 fee.

  2. Reduced Vehicle Registration FeeAll veterans
    Two-thirds of standard registration rate

    Eligible veterans (generally those who qualify for the property tax exemption and lack sufficient property to fully use it) may register one motor vehicle at two-thirds of the standard registration rate. NMDVS provides the qualifying certificate to present to MVD.

    Free lifetime small-game & fishing license

    Veterans rated 100% service-connected disabled and residing in New Mexico qualify for a free lifetime small-game hunting and fishing license. NMDVS certifies eligibility.

  2. Lifetime State Park Pass for VeteransAll veterans
    Free lifetime day-use + camping at NM State Parks

    New Mexico resident veterans qualify for a free lifetime State Parks pass providing unlimited day-use and camping access at NM State Parks. 50%+ disabled veterans also receive free admission to NM state museums; all honorably discharged veterans (plus spouse and children) get free park and museum access on Veterans Day. Pass is issued through NMDVS / NM State Parks Division (EMNRD).

  3. Reduced-Fee Hunting & Fishing License (Disabled Veterans)10%+ rating
    $10.00 small-game & fishing license

    Service-connected disabled veterans residing in New Mexico qualify for a reduced-fee $10.00 small-game and fishing license through the NM Department of Game and Fish, certified by NMDVS.

Veterans Home

    Long-term nursing/skilled care for eligible veterans

    Any veteran with an honorable discharge is eligible for admission to the New Mexico State Veterans' Home in Truth or Consequences or the Veterans Wing at Fort Bayard Medical Center, which provide long-term nursing and skilled care. NMDVS assists with applications.
