VA Form 10182 — Board Appeal (Notice of Disagreement)

Send your disagreement to a Veterans Law Judge at the Board of Veterans' Appeals. Pick one of three dockets: Direct Review, Evidence Submission, or Hearing. Must be filed within one year of your decision letter.

What it is VA Form 10182, Decision Review Request: Board Appeal (Notice of Disagreement), moves your case out of the regional office and into the Board of Veterans' Appeals, where a Veterans Law Judge decides it. On the form you must pick exactly one of three dockets, and that choice controls what evidence the Board can consider.

When you use it Use it after a regional-office decision you disagree with — including a Supplemental Claim or Higher-Level Review decision — when you want a Veterans Law Judge to rule on it.

What to gather before you fill it out

- Direct Review — Board decides on the existing record. Fastest. No new evidence, no hearing. - Evidence Submission — You may submit new evidence with the form and during the 90 days after the Board receives it. No hearing. - Hearing — You testify before a Veterans Law Judge (virtual, video, or in person in DC). You may submit new evidence at the hearing and during the 90 days after.

How to submit File online at VA.gov or mail the completed form directly to the Board of Veterans' Appeals at PO Box 27063, Washington, DC 20038. Do not send it to the Janesville intake address — that delays routing. An accredited representative can file for you.
